COUNTY ADMINISTRATOR

Escambia County, located in northwestern Florida, covers 661 square miles and is seated in Pensacola. This growing, full service County offers exceptional quality of life amenities at an attractive cost-of-living. The County’s legislative and policymaking powers are vested in a 5-member Board of County Commissioners (BOCC), elected by district for four year staggered terms. BOCC responsibilities include levying taxes, preparation and adoption of the annual budget, adoption of ordinances and resolutions, appointing boards and committees and hiring the County Administrator and the County Attorney. Florida law vests responsibility for some specific governmental functions with five independent, separately elected constitutional officers. They include the Clerk and Controller, the Property Appraiser, the Sheriff, the Supervisor of Elections and the Tax Collector. The County has approximately 2,500 employees of whom about 1,100 are under the BOCC. The County’s total budget for FY 2007 is approximately $625 million.

Except for the County Attorney, the County Administrator appoints and oversees all non-elected employees. Functional responsibilities include Public Information and Communications, Administrative Services, Facilities Management, Human Resources, Parks and Recreation, Public Safety, Roads, Community Corrections, Community Services, Extension Services, Fire Rescue, Purchasing, Building Inspection, Engineering, Information Resources, Neighborhood and Environmental Services, Planning and Zoning, Environmental Enforcement and GIS.

Requirements include the equivalent of Master’s degree in public or business administration combined with significant successful and increasingly responsible experience in a municipal or county government of comparable size and complexity. Experience as a chief executive (or full assistant) is preferred. Also prefer successful experience in economic development, growth management, administrator/board relations, infrastructure financing and construction, intergovernmental cooperation and staff development and support, Must have excellent verbal and written communication skills.
