Job Description:

Independence, Kansas (pop. 9846) is a regional “hub” city and county seat for Montgomery County. It rests at the junctions of Highways 75 and 160 within easy reach of both Wichita and Tulsa. The City has a strong industrial base, an all-American hometown atmosphere and an enticing rural component with many farms in the area.

The City’s historical downtown was named one of the first “Main Street” cities in Kansas. Highlights of the City’s 140 year history include pioneer stories (Little House on the Prairie), oil magnates (Harry Sinclair), the first lighted baseball stadium, a presidential candidate (Alf Landon), a movie star (Vivian Vance), a FDIC Chair (Sheila Bair), and one of Kansas' largest annual celebrations, "Neewollah."

The City government provides a full array of traditional municipal services plus a zoo, a library, an airport and utilities. Independence functions under a Commission/City Manager form of government. Accordingly, the City Manager is appointed by a three-member City Commission. This is a stable government in excellent financial condition. There are 139 full-time and 26 part-time employees. The FY 2010 total budget is $19,809,915 of which $5,975,304 is the general fund. The current City Manager has served in the position since 1977. The City Charter provides that the City Manager is responsible for the administration of all of the affairs of the City, including the budget. He or she is responsible for ensuring that the laws and ordinances are enforced. The Manager appoints department heads and all subordinate officers and employees of the City.

The ideal candidate will have a combination of education and experience equivalent to a Bachelor's degree in Public Administration or related field combined with proven experience as a local government manager or full-range assistant gained in a full-service, stand-alone city comparable to Independence. Must have superior management and leadership skills with the knowledge, ability, commitment and energy required to maintain Independence’s many quality of life amenities as well as its strong position as a regional center of commerce.
