Job Description:

The Town of Windham, located in Connecticut's "Quiet Corner", is a highly diverse and eclectic community with a population exceeding 24,000. The Town’s location is within easy reach of Hartford, Providence, Boston, and New York City. History takes Windham back to 1692, when original settlers, taking advantage of the water power of three rivers, built saw and grist mills there. The American Thread Company, once the largest manufacturing plant in the world, was located in the Willimantic section of the Town. Windham/Willimantic separated in 1833 and reconsolidated again in 1983, giving birth to the present Town of Windham. The combined jurisdiction has two taxing districts: the Willimantic Service District, with its own paid police and fire departments, and the First Taxing District, which contains three distinct Windham villages each with its own volunteer fire department and served by the state police. The Town of Windham also has one education budget and an overall Town budget, which makes the development and management of its finances relatively challenging.

Windham recently adopted a Council/Manager form of government which takes effect in the Fall of 2009. The new governing body will include a Ten-member Town Council with a separately elected Mayor. Seven Council members will be elected from the Willimantic District. Three will be elected the Windham Service District. Windham's first Town Manager will lead this transition and is expected to provide new opportunities for efficient town operations while encouraging future growth and development.

The successful candidate must hold an undergraduate degree in public administration, political science, business administration or a closely related field. A Master's Degree in Public or Business Administration is preferred. ICMA Credentialed Manager preferred. Five to seven years of increasingly responsible experience in municipal government, previous experience as Town Manager or Assistant Town Manager preferred, Ability to speak Spanish would be a plus.
