NOVI’S GOVERNMENT
Novi operates with legislative and community support under a Council/Manager form of government. The policy making body is the seven-member City Council, including the separately elected Mayor. The Mayor is elected on a nonpartisan basis to a two-year term in November of odd numbered years. Council members are elected at large on a nonpartisan basis to an overlapping four (4) year term in odd numbered years. Current Council members are of divergent political philosophies. However, they treat each other with courtesy and respect.

The Mayor presides over Council meetings, participates and votes as a member of Council but does not have veto authority. The Mayor does exercise the authority to approve the items placed on the Council agenda. The Mayor also functions as the official head of the Council for all ceremonial purposes. The Council appoints the City Manager, the City Assessor, the City Attorney and the City Clerk. All other department heads are appointed by and serve at the pleasure of the City Manager.

As prescribed in the Novi City Charter the Mayor and City Council is responsible for creating City laws and setting the policy direction of the local government. The City Manager is vested with the administrative responsibility for the City.
Once the Mayor and City Council create a policy or approve a course of action for the City, the City Manager is responsible for executing/implementing the policy and is responsible for the day-to-day operations of the City Government. The City Manager is also responsible for preparing the City's budget and presenting it to elected officials for their approval, overseeing all City departments, preparing the City Council agenda, and providing information and support to elected officials.

Novi provides a full array of municipal services which include Community Development, Integrated Solutions, Financial Services, Parks, Recreation and Cultural Services, Public Safety (Fire and Police), Economic Development, Community Relations, Human Resources, and Public Works (including Water and Sewer). The City has 275 full-time and 100 permanent part-time employees; all but 70 of whom are in one of the six recognized bargaining units. Novi’s 2022-23 General Fund and Special Revenue Funds Expenditure Budgets total $70.5 million. The City financial condition and reserves are excellent with a Triple “A” bond rating.

The City Council is seeking a forthright, candid, and open City Manager with the proven ability to assist the City Council to establish community goals and to set clear policy and to provide effective direction, leadership, and resources to staff to ensure that Council policies are implemented, and goals are achieved. The new manager must be an excellent communicator with a team oriented and collaborative style which encourages creativity and values excellence. Must build and maintain effective working relationships with the Mayor and each Council member, department heads, employees, critical community leaders, neighboring jurisdictions and the state and federal governments.

REQUIREMENTS
Requirements include education and experience equivalent to an MPA or MBA combined with at least 7 years of increasingly responsible local government experience in public administration or related field combined with significant experience as a local government manager in a complex and changing community comparable to Novi. Experience gained as a full assistant will be considered. The successful candidate must clearly possess and apply the superior management and leadership knowledge, skill, ability, commitment, and energy needed to achieve the Council’s goals. Recognition as an ICMA Credentialed Manager (ICMA-CM) is preferred.

Compensation for the position will be highly competitive. Beginning compensation is negotiable based on qualifications and experience.
