Job Description:

Mississippi Regional Housing Authority VIII (MRHA VIII) services fourteen (14) counties and is the second largest Housing Authority in Mississippi - second only to the Jackson Public Housing Authority. MRHA VIII was established more than 50 years ago and operates through its main office in Gulfport and its district offices in Moss Point and Hattiesburg.

MRHA VIII currently manages nine hundred and thirty (930) Rental Assistance Demonstration (RAD)
units located in fourteen (14) counties. MRHA VIII also administers six thousand, seven hundred and
seventy-three (6,773) Housing Choice Vouchers (HCV) in fourteen (14) counties. The HCV’s provide
rental assistance for families renting property owned by private landlords. The MRHA VIII Board of
Directors also serves as the Board for the South Mississippi Housing and Development Corporation
(SMHD). SMHD is the nonprofit instrumentality which has created eleven (11) mixed-finance
developments including more than one thousand (1,000) Low Income Housing Tax Credit (LIHTC) units,
seventy-six (76) new Annual Contribution Contract (ACC) PHA units and seventy-three (73) senior
housing units since 2008. The Corporation also manages three hundred and twenty-one (321) non-ACC
units. The MRHA Executive Director serves as President of SMHD.

Governance for both MRHA VIII and SMHD is provided by 15-member Boards of Commissioners which
both contain the same members. The MRHA VIII Executive Director/President SMHD is appointed by and
serves at the pleasure of these governing bodies.

MRHA VIII has approximately eighty (80) full-time equivalent employees. SMHD has approximately twelve (12) full-time equivalent employees. These staffs consist of diverse cultural, ethnic, and racial backgrounds. The organizations believe that a diverse staff creates an environment of understanding and awareness which is essential to delivering the best resident services.

The Executive Director MRHA VIII/President SMHD is responsible to the Board of Commissioners(Board) for the overall administrative, planning, funding, execution and management of MRHA VIII/SMHD housing and community development activities. Responsibilities include analyzing, initiating,
funding and overseeing real estate development projects; developing and maintaining key business relationships and strategic alliances with community and financial partners as well as funders; oversight of all of the organization's real estate assets in operation, property management and in development including responsibility for managing the administrative and financial matters as well as the physical
needs of its multifamily rental portfolio; program development related to targeted neighborhood initiatives and partnerships; generating income and working capital to finance ongoing operations and project pre development costs; hiring and supervising senior staff; overseeing all accounting and reporting activities; negotiating and administering all third party contracts; and representing and promoting MRHA VIII/SMHD
to the public and local governments, agencies and stakeholders.

The Executive Director MRHA VIII/President SMHD will work closely with the Board and will coordinate, develop, and implement policies and procedures that will ensure the structure needed to achieve the organizations short and long-term goals and objectives.

Requirements include strong leadership skills, the ability to work well independently and with groups, tact, diplomacy and strong communication skills. Also required are excellent public speaking skills, personal and professional integrity, compassion, and dedication to the affordable housing industry,
mission, and staff.

Education and Experience: Requirements include a Bachelor’s with emphasis on real estate development and finance, business administration, accounting or urban planning; graduate degree
preferred. At least seven years of progressively responsible experience in affordable housing development, finance and programs or similar activities including at least five years of supervisory experience. Requires computer skills including working knowledge of Microsoft Office (Word, Excel and
PowerPoint) and must possess or be able to acquire a Mississippi state drivers’ license.
