Volusia County is located in east-central Florida and bordered by the Atlantic Ocean. The County is approximately 40 miles northeast of Orlando and approximately 200 miles from Tallahassee, Florida’s capital. Volusia County is unique among Florida's communities. Volusia County operates under a Council/Manager form of government. Accordingly, policy setting is the responsibility of the County Council and policy execution is the responsibility of the Council-appointed County Manager. In Volusia, the County Council consists of seven members who are elected on a non-partisan basis to serve four-year terms. Five are elected by district; the County Chair and the at-large representative are elected Countywide. The County provides a full range of services through its 12 departments and 34 divisions; public protection; highway, street, and other infrastructure construction and maintenance; growth management; conservation and resource management; economic development; health and human services; and recreational activities and cultural events. In addition, the County operates a water and sewer system, an international airport, a convention center, a public transportation system, a parking garage, a garbage collection program and a refuse disposal system. Volusia County has a current operating budget of $768,755,651 and it employs 3,385.81 FTEs.

The Human Resources Division
Mission
To meet the challenges of the changing workforce; deliver a quality Countywide human resources system; and to provide leadership, guidance, and support to County departments and divisions.

The Human Resources Division is comprised of 37 FTE’s who collectively provide the following functions to County agencies and employees: recruitment, examination, and selection for diverse occupational groups, maintenance of human resources records; development of human resources policies and procedures; classification; compensation; labor relations administration; risk management, occupational nursing and related human resources functions.

The Human Resources Director (HRD) serves at the pleasure of the County Manager and reports to the Deputy County Manager/CFO. He or she directs and supervises the Division’s assigned professional, paraprofessional and support staff. The Division’s current annual budget is $1,671,366.

Specific duties and responsibilities include to plan, supervise and direct all County Human Resources programs; to design, develop, recommend and implement strategies to support, improve and strengthen the Human Resources Division’s services; and to administer the Merit System Rules and Regulations and issue operating instructions and procedures and interpretations of the rules as deemed necessary and appropriate.

Minimum requirements are:
Bachelor's degree in Business or Public Administration, Human Resources or related field, and five (5) years of progressively responsible management experience in Human Resources Management and Administration.

Must possess or obtain a valid Florida driver’s license within 30 days of appointment and maintain thereafter.

Compensation
The current salary range is $98,838 to $156,963. A competitive beginning salary will be negotiated within the range depending on the experience and qualifications of the selected candidate. Volusia County provides excellent benefits.
