Broward County, seated in Fort Lauderdale, is located in southeast Florida midway between Miami-Dade County and Palm Beach County. Broward encompasses 31 separate municipalities and is among the largest counties in the United States. The County has experienced explosive growth in people and development since the 1970s. It is now an urban county with an ethnically diverse permanent population in excess of 1.9 million. The County boasts 23 miles of beaches, an average January temperature of 70 degrees, award-winning parks and library systems, a wide array of sport teams and sporting venues, excellent colleges and universities, outstanding cultural amenities and unsurpassed shopping and dining establishments. These and other attractions have made Broward County a destination of choice for more than thirteen million visitors each year.
Broward County is governed by a nine-member Board of County Commissioners (BOCC) who are elected by district in partisan elections to four-year staggered terms. The County Mayor and Vice Mayor are annually elected by the BOCC. The BOCC appoints a professionally qualified County Administrator, a County Attorney and a County Auditor. Broward County voters also elect a Supervisor of Elections, a Property Appraiser, a Sheriff, a State Attorney, a Clerk of Courts, a Public Defender, and Circuit and County Judges. These constitutional officers manage their own agencies but rely on the BOCC for funding and some services including budget. All other County functions fall under the responsibility of the BOCC and are managed by the County Administrator. The County currently employs in excess of 6,100 FTEs under the County Administrator and its FY 2018 budget is approximately $4.8B.
The Director of Regional Emergency Services and Communications is responsible for the engineering, implementation, operations and strategic direction of the Broward County Regional Public Safety Communications Infrastructure, Public Safety Applications, Consolidated Regional E-911 Call Taking/Dispatching System and Emergency Services that are under the County's directive. This Communications Infrastructure is the network used by Broward County municipalities and Public Safety Answering Points (PSAPs) to establish connections to hosted applications such as the Computer Aided Dispatch (CAD) system which serve Broward County local government and all public safety agencies. They are also leveraged by State, Federal, and other County agencies for mutual aid and/or disaster recovery efforts. The Director will be responsible for developing and maintaining the Public Safety Infrastructure Annual Technology Plan. Thirty-one municipalities, 22 law enforcement and fire rescue agencies and five PSAPs throughout Broward County rely on the Director for the mission critical public safety communications and applications they use in their day to day response to emergency and other public safety calls for service. Under general direction from the Assistant County Administrator, the Director of Regional Emergency Services and Communications is responsible for planning and managing the daily operations and financial performance. Currently, there are approximately 38 FTE's and includes four sections: (1) Regional Public Safety Applications, (2) Wireless (Radio) Systems (Narrowband Voice and Broadband Data), (3) E-911 Wireline/Wireless Program and (4) Consolidated Regional E-911 Call Taking/Dispatch System. The Director will also be responsible for additional emergency services as determined by the County Administrator.
Critical responsibilities include: ensuring collaboration across all municipalities, the Broward Sheriffs Office and the County Government so that all stakeholder positions are accurately and fairly represented and that both operational and technical plans meet the needs of participating municipalities; collaboratively developing and administering strategic plans; working collaboratively with all stakeholders including fire chiefs, police chiefs, city managers, and Broward Sheriffs Office to determine their needs and to develop efficient, effective and tailored solutions which both meet their needs and help drive efficiencies; leading a staff of professionals to include providing them with necessary direction, advice and guidance and inspiring them to reach their full professional potential; and maintaining responsibility over the County's mission critical Public Safety systems and regional Dispatch centers.
Required Education and Experience: a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, communications, emergency management, computer science, or closely related field; Requires eight (8) years increasingly responsible experience in emergency services, mission critical communications infrastructure and applications and/or management of public safety dispatch operations, including four (4) years of administrative and supervisory responsibility.
Must know and understand large and complex local governmental operations including budgeting principles and techniques. Must be able to analyze administrative, operational, and fiscal issues and make sound recommendations for solutions. Must be able to establish and maintain effective working relationships with a wide variety of internal and external stakeholders and must be able to express ideas effectively, both orally and in writing. Must be politically astute but apolitical, straightforward, consistent and have impeccable professional and personal integrity.
