Job Description:

The City of Urbana is a home-rule municipality located in east central Illinois approximately 135 miles south of Chicago and 45 miles west of the Indiana border. The City covers 12 square miles. The flagship campus of the University of Illinois system, with an enrollment of approximately 45,000, is located in the twin cities of Urbana-Champaign. Urbana's population is approximately 42,300 and tends to be younger and more diverse than the population of the State as a whole. Residents are also highly educated, with nearly 54% holding a bachelor’s degree or higher. Nearly 60% of households in Urbana are rental. All of these factors contribute to making Urbana a unique, vibrant, and innovative community.

Urbana is characterized by attributes normally associated with much larger metropolitan centers. Among them are an international population, a variety of co-working spaces that support entrepreneurs and makers, gigabit-speed fiber optic network, a vibrant arts/culture/entertainment scene, a growing regional food economy, and animated public discourse on major societal and global concerns.

The community is served by a nationally-recognized transit system, AMTRAK rail, a regional airport, and three interstate highways. Urbana was designated the first Gold Level Bicycle Friendly Community in Illinois, is applying to be an AARP Age-Friendly Community, and was recognized by the Sierra Club “Illinois Cool Cities” for its Climate Protection efforts. The West Urbana Neighborhood was named one of the 10 Great Neighborhoods in America by the American Planning Association, and recently, Urbana-Champaign was featured as the Greatest Midwest Food Town by Midwest Living Magazine.

The City of Urbana is committed to efficient and effective government, economic development and inclusive growth, safe neighborhoods with engaged citizens, and celebrating the unique character of Urbana through all City-sponsored events and activities. The City operates under the mayor/aldermanic form of government. Executive authority is vested in the Mayor. Legislative authority is vested in a seven-member council, each elected from respective districts. The Mayor is elected at-large. Each alderperson and the Mayor serve a four-year term. The Mayor recommends and the City Council approves appointment of the City Administrator and department and division heads. The City of Urbana employs 270 FTE’s and is a full-service municipal government which provides Administrative, Police, Fire, Public Works, Community Development, Human Relations and Library services. Current Total All Funds Budget is $46 million, of which $33 million is the General Fund and $7.5 million is for Capital Improvements.

The City Administrator, under policy directives and priorities established by the Mayor and City Council, is responsible for planning, organizing, directing and coordinating the activities of City departments and general government offices. He or she provides assistance to the Mayor and City Council in the development of goals and policies for the direction of City affairs and ensures implementation; plans long-range programs and resolves difficult administrative problems; guides and reviews preparation of the annual City budget; provides oversight of City policies and practices; receives and properly responds to requests and complaints from the public concerning administrative actions and/or service delivery; performs ongoing organizational and procedural analyses of the City departments and gathers information, prepares reports and makes recommendations to the Mayor.

Requirements include any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: Bachelors’ degree from an accredited college or university with major course work in Public Administration, Political Science, Business Administration or a related field. An advanced degree in Public or Business Administration or a closely related field is highly desirable.

Experience: Seven years of increasingly responsible experience in an executive-level position (department head or higher), to include five years of administrative and supervisory responsibility; professional experience in a municipal, nonprofit or a similar complex setting is desirable. Must have demonstrated project management experience involving multiple stakeholders.
