Job Description:

The Greater Peoria Sanitary District (GPSD), organized in 1927, provides wastewater collection and reclamation services to 50,000 customers located in eastern Peoria County. Through a staff of 72 organized in four departments, the District bills and collects user charges, operates the sewage collection and reclamation facilities and oversees capital improvements. Treatment is at the Darst Street water reclamation facility. Dry weather flows are significantly influenced by industry and average 25 MGD. The secondary treatment works are currently undergoing conversion to biological phosphorous removal with a completion date being September 2017. Collection system assets are being sustained through annual investments of $5 million funded from current receipts. GPSD operates under a progressive, forward thinking, engaging management philosophy.

With general direction and guidance from GPSD=s five-member Board of Trustees, the Executive Director is the spokesperson for the Greater Peoria Sanitary District locally, throughout Illinois and nationally. The image he or she presents conveys progressive thinking consistent with a Utility of the Future theme. GPSD has had only four Executive Directors since 1927. GPSD=s current and highly successful Executive Director, Stan Browning, has announced his retirement. Mr. Browning initially joined the District in1986 and has served as Executive Director since 1990.

The District’s Executive Director is responsible for five high-level areas. They are maintaining a level of service that meets customer expectations, long-term management of the sewerage infrastructure for the benefit of future generations, employment and management of personnel, the annual operating budget and the long-term capital budget. Requirements include a strong record of team building and building of positive relationships with other levels of government, the community and staff. Additional requirements are a Bachelor's degree from an accredited college or university combined with at least 10 years of industry-related work experience to include management level experience in a public utility or similar commercial entity; experience in budgeting, finance, personnel administration, public relations, and permit requirements; demonstrated leadership in organizing, developing and implementing capital projects; experience with the EPA or other regulatory agencies; demonstrated excellent communication skills with subordinates, Trustees, customers, the community and other governments; demonstrated excellent leadership skills (has led subordinates who manage large teams or has led large team projects); experience working with local government and economic development agencies.

Preferences include an advanced degree in business or public administration; a Civil or Environmental Engineering degree, possession of a Professional Engineer's license as issued by or acceptable to the State of Illinois Department of Professional Regulation; certification as a Class I Operator by the Illinois Environmental Protection Agency; and familiarity with the State of Illinois and United States Environmental Protection Agency permitting process, rules and regulations.
