Job Description:

Thornton, Colorado, is a diverse community with a strong commitment to quality of life and environmental issues. Thornton is strategically located within the Denver metropolitan area and consistently ranked as one of the most desirable areas to live in the United States. Only ten miles north of downtown Denver and adjacent to Interstate 25, Thornton's location provides high visibility for businesses and easy access to various transportation routes. Thornton is experiencing rapid growth, from a population of about 60,000 in 1994 to more than 131,000 today. Ultimately, the City's population is expected to be approximately 240,000.

Thornton is a home rule city operating under the Council-Manager form of government. The City Council consists of the Mayor, who is elected at large, and eight Council members, two elected from each of the City's four wards. The Mayor and Council members serve staggered 4-year terms. The City Manager of Thornton, Jack Ethredge, has served in this capacity for more than 31 years. The City Attorney, Margaret Emerich, has been with the City for more than 25 years, the last 21 as City Attorney. The City Manager, City Attorney, and Presiding Municipal Judge are appointed by and serve at the pleasure of, the City Council.

The City Attorney serves as the City’s chief legal advisor. As such, he or she is responsible for providing sound and efficient legal services to City Council, City Manager, boards, commissions, and other City staff in matters relating to their official powers and duties. Responsibilities include planning, staffing and supervising the legal service needs of the City and providing legal representation for the City in all actions or suits to which the City is a party.

The City Attorney's Office includes nine FTE’s. They include the City Attorney, a Deputy City Attorney, two Senior Assistant City Attorneys, an Assistant City Attorney, two ½ time Municipal Court Prosecutors, a Paralegal Supervisor, a Senior Legal Administrative Assistant and a Legal Administrative Assistant.

Minimum requirements include a Juris Doctorate from a nationally accredited law school; admitted to practice law in the State of Colorado and ten years experience in the active practice of law. Equivalent combinations of education and experience may be considered.

The ideal candidate will have extensive municipal law experience, will have a thorough understanding of the constitutional provisions regarding Home Rule, a broad spectrum of experience in Colorado municipal law; knowledge of Colorado water law; and an in-depth understanding of current issues confronting Colorado cities. He or she will be both a highly competent attorney and an effective manager.
