Delray Beach is a truly unique city! The City's median age is 45.5 with a median household income of $45,720 and a median house ownership value of $191,700.

Delray Beach is a full service city with a Commission-Manager form of local government. The City Commission sets policy, approves legislation, adopts the annual budget and sets rates and fees. The Commission appoints a City Manager who oversees the daily business of the City and is responsible for the supervision of the City departments and employees. Delray Beach provides a full range of services including Public Safety; Parks and Recreation, Environmental Services, Community Improvements, General Administrative Services and Financial Support Services.

The Purchasing Department is centralized in Delray Beach and has citywide responsibility for the entire procurement program which includes purchasing commodities, equipment and services (purchase orders, bids, proposals), inventory management, the vendor database and purchasing policy administration. Duties include soliciting for construction, professional services, and other goods and services and managing the City’s inventory control system. There are five Departmental employees including the Chief Purchasing Officer.

The Chief Purchasing Officer is a highly responsible technical, administrative and executive level employee responsible for the effective and efficient management of the City’s centralized purchasing program. As a member of the City’s senior management team, he/she is required to make presentations to the City Commission and to the public as well as to provide ongoing procurement training to City staff. The Chief Purchasing Officer provides leadership and strategic direction ensuring that Purchasing priorities are compliant with the American Bar Association’s State and Local Model Procurement Code and as well as being in alignment with the City's overall goals and those of the various City departments. The Chief Purchasing Officer is appointed by, reports directly to and serves at the pleasure of the City Manager.

Requires a Bachelor's Degree (BA) in Business Administration, Finance, Marketing, or a closely related field. Minimum of six (6) years managerial level experience in purchasing, buying or other government procurement activity. Professional certification such as: Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM) and/or accreditation in the National Institute of Government Purchasing Agents (NIGP) preferred. Knowledge of purchasing principles, methods and procedures, including legal requirements of governmental purchasing. Thorough knowledge of automated purchasing systems. Ability to prepare written and oral reports. Proficient with PC's, word processing and spreadsheet applications. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to make presentations to small or large audiences. Ability to adapt to an evolving and continually improving environment.
