Job Description:

The City of Des Plaines, 58,710 pop., covering 15.85 sq. miles, seeks innovative and energetic candidates for the position of Director of Human Resources. Des Plaines is a vibrant community of residential, commercial, and industrial uses, located 17 miles from the Chicago Loop and five minutes from O’Hare International Airport. The City welcomed the Rivers Casino and entertainment complex in 2011. The City operates under the Council/Manager form of government. The City Council consists of a Mayor and eight Alderman each representing a separate ward. The City has 342.75 full-time employee equivalents. Non-management employees are represented by six collective bargaining units.

Reporting to the City Manager, the position supports the City Manager on a wide variety of matters often beyond human resources. It serves as the organizational leader and key advisor to the City Manager and other management staff on all human resource and labor relations matters to include: the recruitment and selection of staff; policy development and implementation; compensation and benefit plan design and administration; employee development and training; collective bargaining strategies and contract administration; and risk management programs. The Director of Human Resources supervises an immediate staff of 3 employees within the Human Resources Division and 3 within the Health and Human Resources Division.

Ideal candidates will have at minimum a bachelor’s degree in human resource management or a closely related field with a master’s degree preferred, and at least seven years of progressively responsible experience. Professional certification(s) in human resource management is also desirable (i.e. PHR, SPHR, IPMA/CP). Salary range for 2013 is: $91,460 to $118,899. Appointment salary DOQ. Excellent benefits.
