The City operates under a Mayor/City Council-City Manager form of government, with the Mayor and Council appointing a City Manager who is responsible for the day-to-day operations. Gaithersburg is a fiscally responsible City that is debt-free. Municipal services include Police; Finance and Administration; Parks, Recreation and Culture; Public Works; Information Technology; Human Resources; Community and Public Relations; and Planning and Code Administration. Gaithersburg has more than 250 full-time employees with a budget of $47,979,455 in FY2012. The total operating budget is $41,632,325.
The Director of Planning and Code Administration reports directly to the City Manager and is responsible for the proper management of Gaithersburg’s Planning and Code Administration Department. The department employs 41.03 FTE’s (36 FT) and has an FY2012 budget of $3,846,185. Departmental functions include Permitting and Administration, Code Enforcement, Planning, Animal Control, Environmental Services, and Neighborhood Services.
Requirements include graduation from an accredited college or university with a Master’s Degree in Urban Studies, Urban & Regional Planning, Engineering, Architecture, or closely related field and eight to ten years of progressively knowledgeable and responsible professional experience in planning and code administration functions, the majority of which has been acquired in a managerial capacity; or an equivalent combination of education, training, and experience.
