Cleveland is located in northeastern Ohio on the southern shore of Lake Erie. It is the seat of Cuyahoga County and part of the larger Cleveland-Akron-Elyria Combined Statistical Area, which in 2000 had a population of 2,945,831 and ranked as the country's 14th largest CSA.

Cleveland's businesses have diversified into the service economy with many new businesses in the fields of financial services, insurance, legal, and healthcare while maintaining a manufacturing sector. To further prepare for a bright future moving forward, Cleveland has improved its infrastructure through a strategic capital improvement program, is investing is sustainability, the arts and its unique water front. The City is now considered an exemplar for public-private partnerships, downtown revitalization and urban renaissance. One measure of the success of these efforts is that The Economist ranked Cleveland as one of the most livable cities in the United States.

The Cleveland Division of Water (Division) is one of America=s ten largest water systems. It is an acclaimed and award-winning utility operated by the City of Cleveland that supplies regional water service through four treatment plants to an area of about 640 square miles, 1.5 million people and 70 communities.

The Commissioner reports directly to Cleveland=s Director of Public Utilities and is responsible for both setting the strategic direction for the Division as well as for managing its day-to-day operations and performance.

Critical responsibilities include setting performance expectations, providing strategic guidance and representing the Division to the City Administration, the City Council, local government representatives, suburban elected officials including the “Water Suburban Council of Governments.@ consumer advocacy groups, and professional organizations. The Commissioner ensures the financial stability of the Division by monitoring revenues, controlling expenditures, selecting advantageous funding mechanisms, overseeing the five and ten year financial plans, reviewing and approving significant expenditures, hiring decisions, personnel matters, monitoring key employee performance, and providing guidance, leadership and support for all divisional work related activities. The Commissioner also manages an extensive capital improvement program and participates in customer-centric activities such as providing resources necessary to meet customer needs and service levels.

Requirements include a Bachelor=s Degree (Master=s preferred) in Business Administration, Public Administration, Engineering or closely related field from a four-year accredited college or university combined with seven (7) years of executive level experience over a medium-large public water system. Experience must include budget and finance, capital improvements; customer accounts services and regulatory compliance. Prefer experience in implementing and managing cutting-edge billing and meter reading systems. Exceptional written and verbal communications, leadership and management skills are required.
