San Antonio has a Council/Manager form of government through which the City Council appoints the City Clerk, Internal Auditor, Presiding and Municipal Judges and the City Manager. The City Manager appoints and removes all other officials in executive positions, including the Chief Financial Officer (CFO). There are more than 11,500 City employees.

The Assistant Finance Director of Public Utilities is appointed by the CFO to head the Public Utilities Division of the Finance Department. He or she is responsible for managing divisional staff, providing advice, assistance, and recommendations to the CFO, the City Manager and the Mayor and City Council in their exercise of regulatory oversight for the City’s municipally-owned utilities including City Public Service (CPS) which is the City’s electric utility and the San Antonio Water System (SAWS). Oversight of these utilities includes approval by the Mayor and City Council of utility rate adjustments and the issuance of debt. The Division administers applicable Federal and State laws pertaining to the use of the City’s public right-of-way by telecommunications and cable providers. The Division consists of eight positions including the Assistant Director.

Minimum requirements include a Bachelor’s Degree from an accredited college or university with preferable course work in Business Administration, Finance, Accounting, Engineering or a related field and five years of increasingly responsible professional experience analyzing utility rates, municipal fees and other rates, and other significant policy matters affecting a municipality including three years of administrative and supervisory responsibility.

The salary for Assistant Director ranges up to approximately $150,000. The anticipated beginning salary is negotiable depending on qualifications. A full array of excellent benefits which includes a vehicle allowance is provided. Reasonable moving expenses will be provided.
