Close Date: Please send your resume with cover letter and current salary by August 27, 2010 Job Description: Panama City is located in the Florida Panhandle about equidistant between Tallahassee and Pensacola. It is a beautiful St. Andrews Bay coastal community with many quality of life amenities including excellent neighborhoods and reasonable living costs. The City is the county seat of Bay County. The City has a commission-manager form of government that provides a full range of municipal services including general government, public safety, public improvements, planning and zoning, and related general and administrative services. In addition, the City operates three enterprise activities — water and sewer, solid waste, and marina. It employs 535 people and has a current total expenditure budget of $65.1 million. The present City Manager has been in his position since 1994. Policy making and legislative authority are vested in a City Commission comprised of the mayor and four Commission members. The City Commission is responsible, among other things, for passing ordinances, adopting the budget, appointing committees, and hiring the City's manager, clerk/treasurer and attorney. The City's Manager is responsible for carrying out the policies and ordinances of the City Commission, for overseeing the day-to-day operations of the City, and for appointing the heads of the various departments. The Commission is elected on a nonpartisan basis. The Mayor is elected at large to a two-year term and the Commissioners are elected from wards and serve four-year staggered terms. Requirements include the equivalent of a Masters degree in Public Administration combined with significant experience as a local government manager or full range assistant in a full service and diverse community comparable to Panama City. Must understand and apply quality land use planning principals which benefit the entire City including both the historic Panama City as well as Panama City North which is positioned for future rapid growth. Must also be a skilled negotiator who is adept in intergovernmental relations. The successful candidate will clearly possess and apply the superior management and leadership skill and have the ability, commitment and energy needed to achieve the City Commission’s goals.
